William (Biff) Holt, President |
|
Captain Holt is
the President of C & H Global Security with over 30 years
experience with maritime safety, security, and crisis
management. During his Coast Guard career, he served in all
management capacities associated with crisis management — Federal
On-Scene Coordinator, Chairman of a Regional Response Team and
Co-Chairman of the U.S. National Response Team. He is a
former U.S. Coast Guard Captain of the Port during which time he was
responsible for all aspects of marine safety and security in his zone
of responsibility.
Since entering
the private sector in 1992, Captain Holt has served as advisor to
governments and vessel owners and operators on a variety of subjects
related to marine safety, security, and crisis
management. He is the former Managing Director of Corbett
& Holt/Gallagher Marine Systems (CHGMS) and previously was a
Partner at Mercer Management Consulting and a Senior Associate at Booz
Allen and Hamilton. He is a frequent speaker on crisis
management, risk assessment, emergency preparedness, and marine
security. He received his Bachelor of Science degree from
the U.S. Coast Guard Academy and his Master of Science degree from the
University of Michigan.

Mark H. Johnson, Senior Vice President |
|
Captain Johnson
is the Senior Vice President for C & H Global
Security. He is a former Deputy Assistant Administrator for
Maritime and Land Security of
the Transportation Security Administration (TSA) and a former U.S.
Coast Guard career officer specializing in safety, security, and
environmental protection. Captain Johnson is also a former
U.S. Coast Guard Captain of the Port during which service he was
responsible for all aspects of marine safety and security in his zone
of responsibility.
In his position
as Deputy Assistant Administrator with TSA, he designed the national
transportation security program for all non-aviation modes of
transportation. He developed an innovative organizational
structure, and risk-based strategy to improve security for maritime,
rail, mass transit, highway, and pipeline conveyances and
infrastructure. Working closely with Congressional staff,
executives, senior industry stakeholders and senior administration and
international government to gain support for the strategy’s
implementation, he designed the National Transportation System Security
Plan that establishes security standards and procedures for all modal
administrators to follow. Captain Johnson also authored the
regulatory standards plan for passenger, cargo, infrastructure security
and response preparedness for non-aviation modes of
transportation. He is a frequent speaker on transportation
and supply chain security. Captain Johnson received his
Bachelor of Science degree from the U.S. Coast Guard Academy and his
Master of Science degree from the University of Southern
California. He is a former Federal Executive Fellow at The
Brookings Institution.

Howard Kympton, Assistant Director, Transportation Security |
|
Howard Kympton
is a well-versed senior executive with a demonstrated record of
leadership and management in Fortune 500 corporate and US Government
settings. Mr. Kympton has demonstrated expertise in growing
multi-million dollar business units, overseeing major capital projects,
and managing large staffs across numerous worldwide locations. He
has exercised full P&L responsibility for muliple, separate
business units both in and outside the United States. After 9/11
he was invited to join the Department of Homeland Security due his
experience in developing efficient worldwide supply chains, emanating
from many third world areas and supporting numerous major US
corporations.
While at the
TSA, Mr. Kympton implemented an Enterprise Architecture data fusion
system, employing global intermodal transportation information to
spotlight the transit of goods throughout the supply chain entering the
US. As an extension of those efforts, he is currently active in
helping field an integrated technology and operational process system,
which provides real-time risk assessment modeling and operational
decision support from multiple sensor and intelligence inputs.
While at DHS he was directly involved in regional transportation
security programs, which included his participation in and the
facilitation of multi-jurisdictional exercises. He was also an
active participant in the:

Maritime Security and National Transportation System Security Plans,
•
DHS/DOD Maritime
Domain Awareness Working Group,
•
DOT Intermodal
Freight Technical Working Group, and
•
MARAD Cargo
Handling Cooperative Program
He has in-depth
experience across a breadth of Federal agencies, including the
Departments of Defense, Transportation and Homeland Security, Customs
and Border Protection, US Coast Guard, IAIP, TSA FEMA and MARAD.
He is actively engaged with the JPDO for the Next Generation Airport,
the NIAC, the US Port Police and the International Asssociation of
Airport and Seaport Police.
A graduate of
the U.S. Military Academy, West Point, Mr. Kympton also obtained an MS
in Nuclear Engineering at North Carolina State University and an MBA in
Management from Long Island University. He retired from the U.S.
Army Reserves as a Lieutenant Colonel, Corps of Engineers, with degrees
from the Command and General Staff College and the National Defense
University.
